In the Bible: Did God Close Hannah's Womb or Did He Just Forget About Her?

[Interesting title for a post--I know.]
I began reading 1st Samuel today. In the Bible, just like Rachel, Hannah was barren for a long time and just like Rachel, Hannah's husband's other wife was able to have children. Now, read the following verses:
1. [1st Samuel 1:5] "But he [Elkanah--Hannah's husband] would give two shares of meat to Hannah. That's because he loved her. He also gave her two shares because the Lord had kept her from having children."
2. [1st Samuel 1:19] "Then they rose early in the morning and worshiped before the LORD, and returned and came to their house at Ramah. And Elkanah knew Hannah his wife, and the LORD remembered her. So it came to pass in the process of time that Hannah conceived and bore a son..."
In the first verse, I have on here, it makes it sound like that God purposely "kept her from" having children but in the second one, it kind of sounds like that God just forgot to let her have children. Well, which is it? Maybe I'm misinterpreting this.
Any thoughts--anyone? I would love some input here.
